This policy implements full-chain regulation of cleaning agent products involving ODS and HFCs, covering eight stages: production, sales, use, maintenance, scrapping, recycling, regeneration, and disposal.
For cleaning agent using enterprises, the core compliance points include: 1. Confirm that purchased cleaning agents do not contain controlled ODS/HFCs components, and require suppliers to provide written compliance declarations; 2. Establish and maintain cleaning agent procurement and usage records for at least 3 years; 3. Controlled substances are prohibited from being sold to and used by individuals.
Consequences of violations are severe: illegal purchases and sales will result in confiscation of illegal gains and a fine of up to 3 times the total market value of the goods.
