On April 21-24, 2026, the third council (expanded) meeting of the China Industrial Cleaning Association was held in Tieling, Liaoning Province. The meeting officially released the 'China Industrial Cleaning Industry Survey Report' and the 'Initiative on Resisting Cut-throat Competition and Standardizing Industry Development'.
The survey report indicates that China's industrial cleaning industry is at a critical stage of transitioning from 'scale expansion to quality improvement'. The industry is rapidly developing towards specialization, refinement, greenization, and intelligence. However, over 70% of companies have payment cycles exceeding 6 months, putting enormous pressure on operating capital. Although most companies have seen revenue growth, they are plagued by homogenized competition and low-price involution.
The initiative proposes core requirements: uphold integrity baseline, standardize quotation standards, manage the entire process of operations, focus on innovation-driven development, take proactive responsibility, do not cross red lines, coordinate policy promotion to drive standard implementation, and coordinate public opinion supervision to strengthen social co-governance.
The Association pointed out that some companies bid at prices below reasonable costs, then default on contracts, cut corners after winning bids, forming a vicious cycle that seriously harms the healthy development of the industry.
