On February 1, 2026, the Shenzhen mandatory local standard 'Limits of Volatile Organic Compounds and Specific Hazardous Substances in Cleaning Agents for Microelectronics and Electronic Assembly' (DB4403/584-2025) officially took effect. This is China's first mandatory local standard targeting VOC control for cleaning agents used in microelectronics and electronic assembly.
Compared to national standard GB 38508-2020, this standard further tightens VOC limits: water-based cleaner VOC content ≤40g/L, semi-water-based cleaner ≤250g/L, organic solvent cleaner ≤80g/L, with some categories reduced by 11%-20%. The standard also strictly limits hazardous substances including formaldehyde (≤0.05%), total halogenated hydrocarbons (≤0.01%), n-hexane (≤0.1%), total benzene series (≤0.1%), and APEO (≤0.1%).
The standard was jointly drafted by Shenzhen Testing Institute, Shenzhen Environmental Science Institute, China Industrial Cleaning Association, Huawei Terminal, and other organizations, filling a gap in China's standards for VOC management and emerging pollutant co-governance in the electronic cleaning agent field. For enterprises selling and using microelectronics and electronic assembly cleaning agents within the Shenzhen Special Economic Zone, product formulation adjustments and compliance testing should be completed as soon as possible.
